Any knowledge about this badge?

I know that some originals were made for the Winter war but these were not given. I have never seen one.

The badge in picture is made maybe 1990's. Is it made to give for the veterans afterwards, is it a fake or just a fantasy item?

All opinions welcome !

Regards,
Jussi-Pekka
