My friend's grandfather (6th infantry division veteran) got Russian victory anniversary medal in 2005. He got it at Russian consulate, but the people who were unable to show up in person were asked to send a representative. Ialso heard that some veterans got their Russian awards at their homes, but I don't think it happened too often.

Janusz Stankiewicz. Genealogia, przodkowie, badania genealogiczne, forum dyskusyjne
as private, bronze "Meritous on the field of glory" awardee:
Pilipionek Jan - s. Adolfa - strz. - Brązowy Medal "Zasłużony na Polu Chwały" - - - -
Father's name doesn't seem to fit, but The unit seems to be the same like in "Odra, Niesse, Baltic" doc, and the surname is rare enough to assume there was only one Jan Pilipionek in that regiment.
