I don't know if this is plausible, but as to the screw nut, if the Halhingol badge and best herder badge were made in the same factory, or say shipped to the same assembly place or something, maybe at times the technically "incorrect" herder screwplates were used on Halhingol badges if the assembly-people ran out of "correct" Halhingol screwplates?
