Wow--$10 is a steal! Congrats! It's "civillian" legal, I think service. As to rank, I'm not sure--I've never found any english-language material on this stuff. Are the buttons like a general's--with the state seal? It's not common stuff. I'm really jealous--this is right up my alley.

The hat is the right branch and what not, but I'm not sure if it goes with the tunic or not. Its a cool hat on its own, though!
