Doesn't seem to be any limit on how many awards per row when worn like that--I've seen a photo of a hero wearing eight awards in one (diagonal) row and three Irreproachable Service medals in the row beneath it. The uniform reg books have some decent illustrations showing some variations.
I can assure you that officers did definately wear their awards diagonally. There is a picture of one such officer on the cover of the Comprehensive Guide to Soviet Orders and Medals; there are many, many more such photos as evidence.
Here is a thread with a great Air Force uniform with awards displayed diagonally; it might help give you some ideas for yours:

I really like the diagonal placement, myself. I'm not aware of any other militaries that wear awards like that (although they could well be out there).
you will notice though, mikhail is wearing an M49
i dont' think the diagonal placement is appropriate on the M69 however, this woudl be a decent point to bring up...
