I don't think they care about jubilee medals. They sell these in the open at tourist fairs in Russia and the police don't seem to care.
But numbered awards seem to be a bit dangerous to take home after the vacation. I was at a market in Russia when the seller I bought a badge of asked me to come behind the table. he opened a small bag and showed me a Patriotic war 2nd cl T3 and a Labor Glory. It is illegal and not worth it so I did not buy them and I could see that he knew this too. Smile
