I've got most of the published references, but I do not yet know my Soviet GPW TO&E. In short, I'm not sure where or at what level "Reserve Tank Regiments" fall. I have a doc from a "Reserve Army Rifle Regiment", but at least I have something more to go with there.
Maybe the "Reserve Tank Regiment" was organic to a Reserve Army? There were a handful of those in the early part of the war, but they later went away/were integrated into Fronts from what I can find. Still, I cannot find a reference to these units, so I don't know if they were "independent" like the Cold War era "Independent Tank Brigades" that served as a sort of reserve/exploitation force or simply part of a division structure that had the name "reserve." Sometimes my ignorance knows no bounds...
I suspect that there are a couple people here on the forum who could answer the TO&E question. If so, then this task might be easier.
