Probably 1947. Which is why desantnik said 'perhaps long service'. In '47 the Soviets started rewarding their soldiers with ODMs for service in the armed forces.
Between '44 and '57 one could get an Order of Lenin simply for 25 years service! 20 years would get you an Order of the Red Banner. 15 years netted a Red Star (I think) and 10 got you a Combat Service medal.
I could be a little off on the years and specific awards and I apologize for that. I don't have the details in front of me at the moment. Hopefully others here will correct my mistakes.
In any event I hope you get the idea; combat awards given out for long service. Some in the military didn't appreciate that and so the powers that be created an award specifically for long service: the Irreproachable Service medals.
BTW, desantnik literally wrote the book on Soviet combat awards, their serial numbers and when they were awarded which is why he's making a (very educated) guess as to the specifics of this Order's awarding. See: http://www.soviet-awards.com/forum/sovie...hmitt.html
If you're serious about collecting Soviet you will really enjoy this book. PM desantnik, he can point you in the right direction.
