Nice citation,

I think I found the village of "SHTALLUPENEN". It is in eastern Prussia, about 100 km eastward of Königsberg. The real german name was Stallupönen.

Maybe you can post the original citation with the russian writing and we can see if these matches.

Todays russian name of Stallupönen is Nesterow.
