When it comes to OPW'85s it can be very hit and miss. With bureaucracy as it was in the Soviet Union some of those eligible may have not received their award before the collapse. I have put the name of high (over 6.5 million) OPW2s in and not yet had a hit. I do not know if this is due to them being awarded by post Soviet nations or another reason. The way the information of OPW'85 awards is arranged it looks like it was entered alphabetically rather than by date. The recipients I have looked for have been mid way through the alphabet and are still missing. Permanently or not I don't know.
We all know how it goes with researching awards - it can be very hit and miss, confusing, frustrating or elating.
My best advice would be to give him another try in three months or so. If he turns up you know you have something missing, if he doesn't it will always be questionable.
It is always very disappointing to see groups "topped and tailed" though - when the VOG (or other GPW awards) and OPW '85 has been stripped and the commemoratives are all that remain.
