I´ve seen several of these as well. The cap colors look maroon to me though.
My winter coat has the same bluish look and is exactly the same as the one you show. Collar tabs were also out of place, so I resew them according to regulations.
And altough the cap/coat combo are not in regulations (I, at least, have not seen a book with it), I do have seen it used both by officers and generals. Watch any parade video on youtube and you´ll see it; no winter hats...
