The only time I've seen a smooth, slightly raised area for serial numbers like this one as well as the 'N' before it has been on post-Soviet items. This is not to say that this particular badge is post-1991, but it certainly makes me think it is.

The design of the medallion with the unfurled flag and pentagonal shape (minus the star points) is very close to the 25th ann. badge. Is that a bayonet, a '4' or what at the end of the sickle? The style of the H&S reminds me of items from the 70s-80s, which only makes me wonder more.
