Yes, the breakthrough has happened but it is a very sensitive topic with permanent risk of set backs. See some other recent posts of mine on this forum.
Critical is having the award booklet (serial number + name + date of awarding) although, while much more difficult, it may be possible to also research based on serial number alone.
From what I understand:
- Research on Order of Sukh Baatar is possible (in particular screwbacks)
- Research on Order of Red Banner of Labor is possible for serial nr <500
- Others: unclear right now
What research then uncovers is still something to learn and may depend case by case (e.g. in some cases photographs and complete biographies are also possible).
