Such thing couldn't happen in the Warsaw Pact - It would be faking documents of not only the allied country, but also the "Big Brother".
This doc is either Official Soviet or a total fantasy.
Were there really State Standards (GOST) for official documents? Never noticed that, tough I don't have any at hand right now.
I, however have grown suspicious - Shouldn't "oborona" in "Ministerstwo oborony" be starting with a capital letter? Or maybe I am just applying rules of polish languade to russian.
Also word "wyuchka"... It's a rare, if not archaic word, and I haven't seen it anywhere else than in a dictionary. unexpected find in the official document from 80's.
On the other hand - I think that the whole award group after professional NCO Rogacki was lately for sale on polish auction site (sold in pieces, as usual:censored), so unless I have mistaken the name, the document is authentic.
