I'm afraid I cannot really answer your questions.
The doc on the right is of course the original one.
Already around serial number 20000 the award date changes to 1947.
Now for the doc on the left, I can only guess these are some sort of catch-up awards for the 40th anniversary of the Victory over Japan.
At first I thought these were duplicate award(doc)s, but now that I've seen several, all from the 1985-86 period, never one from before or after that, I guess the "anniversary catch-up" theory is more likely.
I will try to find out more

PS: I have a similar doc for the Khalkhin Gol medal, awarded in 1989, being the 50th anniv of the battle. Will post a pic later.
