CtahhR,
This is not quite true. Effectively, every former Soviet Republic came up with its own order of precedence, which precise how Soviet awards are to be worn per regulation with respect to current awards.
Her again, there is a misconception. The order of precedence deals with official State awards. The unofficial "junk" is just that and is rightly not covered by a State order of precedence; we need here to note that "ministries" awards are official, but of a lower level and as such have full right of appearing next to higher States awards. Veteran organization, Umalatova and other "baubles" (here we go agains :D) have theoretically no right of being mixed up with the "real" ones. If it happens, it is through either tolerance or laxism on the part of the State.
