Althought this IS the official rundown in the Russian Federation (and other former Soviet nations), Other state awards blur the order of precedence. Not only that but awards from folks like "umalatova" and other awards confuse not only the person wearing and ordering them but the person observing.
Some 21st century chests can be a complete mystery to the person attaching the awards to them so if you were for example buy a jacket that a GPW veteran wore to the last "victory day" parade and was doubting it's authenticity due to awards being out of place you would just be paranoid.
There is NO convention between the former Soviet Union states as to what goes where and that is excluding the "organisations" that produce even more than all the "ministries" of all the former states put together....
If there were an order of precedence which included all the previously mentioned awards it would have to be updated on a daily basis.
But speaking of such things through English eyes even the Commonwealth order of precedence is open to vast discussion but that is a different story.
