Eric, it is a nice looking badge in what appears to be excellent condition (though I don't thin the screw nut is original, but that hardly matters in my book:).
I also agree with the idea that it is a grad badge rather than a propaganda merit badge.
I've been thinking about these "Mining Institutes" and I have the feeling that the people who attended these higher education academies were more of the engineering side of mining rather than teaching large numbers of people how to dig.
Just something that I've always wondered about.
