The Order "El Mehdi Ben Barka" (the name is on the front!) was founded in 1986 and awarded to "Third worlders" for "outstanding contributions and struggle for national independence, peace and economic/social development".
Someone by the name of Ernesto Che Guevara was awarded this Order on 18th July 2003 and unsurprisingly neither Barka nor Guevara were at the ceremony.
