Looking for some peace of mind.

Looks to me as if the original numbers were ground off, and new numbers put on with a rotating tool.
- Area around numbers looks dull...different than the upper part. - Do I see faint outline of a '1' and '6' under the rotary 1 and 6? Regards, |

My comment is only my opinion, I may be wrong. I would wait for others with more knowledge.
As for why, I doubt for a time period alteration, most likely to deceive for more money, matching an award book is a reasonable guess. Regards, |

Wrong number was engraved, renumbering a replacement Award for a lost one "duplicat". Some were renumbered when Leningrad mint moved to Krasnokamps during the war (expecially Newski in the 10.xxx rang and so on....) But the whole piece looks strange.
