Fake NKVD Honored Worker

There is nothing I like about this booklet, OGPU vs. RSFSR NKVD or NKVD USSR (and the date of 1931 or maybe 1937), shiny black ink and font type or brown stained pages. Any comments?

On the other hand, I haven't seen an original (transitional) XV award book before.
