Awarded on 21nd February 1987 to Avtandil Isakovich Abshilava (Автандил Исакович Абшилава), born 1923 in Ledzaami, Tskhakaja Region, GSSR. The fact they use "Tskhakaja" is rather strange as that was not the name for the region in 1923 nor 1987 (it is now known as Samegrelo). I have not been able to locate the village of "Ledzaami" in English, Russian or Georgian so it has either been renamed or no longer exists.
