Were it any order other than the Polar Star, I'd agree with you without a doubt. The relationship of numbers to types is chaotic and the dates and number sequences as derived from the order books are even worse. Other orders behave, the Polar Star doesn';t. And there must be some reason for this. Getting an answer will require checking the registers. And even then we may not know.

Research is presently underway in the archives in Ulanbaatar to trace the pattern of orders bought from the Soviets. Governments may not keep records on awards, but they wil sure keep records on things that cost money and even a good Socialist buddy will want to be paid, or at least to put the costs "on the tab".

Until the research is done, I want to avoid guesses and suppositions without an accompanying footnote. There has been too much of that already. And once misinformation or wild guesswork gets out there, it tends to settle in as "fact".

The Soviet mints ocasionally had unnumbered leftovers, that were numbered later, but in this case I doubt that.

I was talking about production data from the Soviet mints, not the Mongolian archives, i.e. variations, serial numbers, produced when and where.

Simple fact: I have no way of accessing the Soviet mint archives. I now have someone who will root around in the Ulanbaatar records. I don't have the language skills to do either, though I could get money to do it in UB. Life is unfair and too short.
