Unknown imperial russian badge

Hello,

my friend found this czarist badge but nobody knows more about it. It could be from times of Catherine II.

Could anybody help us with identification?

Size 8x8 cm

(I'm sorry, but I didn't find better category than this one)

I have no idea what it is. It does have a Catherine II monogram.
