Youth Advancement Badge

I have no clue what this unreported and unpublished badge (31 x 28 mm) is and I won't pretend that I know. The legend (thank you, Google) translates out as something like "Where the youth to be advanced". Whatever we make of this?

Maybe someone KNOWS?

This slogan I believe was used at a Party Congress (possibly the youth branch congress) and was probably issued to those attending.

Sort of "Where were you when we were planning the future?".

That would be my guess too. But, absent evidence, . . . .

I've a couple of these, but have also seen a better made brass one, so the slogan may have been an old one.
