I had it on another form and it turns out that the badge is from the Democratic Socialist Republic of Sri Lanka. The cap badge belongs to the Gemunu Watch("King Dutugemunu's Own") Regiment , also known locally as "The Highlanders". The scroll reads in Sinhala "Maniwatta Abhikkama" the English translation being " Do not tarry, Go forward.
