Tretov is correct, the boards are not correctly put on; thus my original idea that the boards were one of the 'upgrades' of this uniform. It is probably unissued stock, made to look "better".

The cords are dress augilettes (I think that's spelled sort of correctly) for an aide to an admiral. I can't see from the photos what nation they are from, but that's what they are. Depending on the country, the cords might be worth $50-$75 by themselves, if not more.
