That's actually the first time I've seen the Russian "College" used with the militia. It is odd for me because in the European style of having colleges of a university, I wonder which one this would fit under. Or, is it a relatively new thing in this case and it is more akin to a stand-alone academy sort of like the community college system here?

That's what I was guessing at. I never heard the word "college" used in a sentence applying to a RF institution while I was there, even though MSU really does have colleges within itself.
