Thanks for the link, but unfortunately they do not get to the level that I am seeking.
I have two scans of badges from the 3rd Comintern Congress. The book "Lenin in Moscow," shows deputies wearing badges which are rectangular but not sufficient distinguished to clearly confirm this is that. But I think it is.

This badge with alternate inscription on the flags was used for other purposes earlier and later. But again if you have the book "The Commisar Vanishes" you would understand that the same picture and same badge can be reused many times to differing effect.

AVERS (2) has drawings (See 1141) and his drawings show a reverse with engraving/incription. Mine is plane/blank/flat, but for marks. Since it is flat I can scan and you can read. The hammer and sickle mark is "sort of" unique. That is, it is not shown that I can find in "Gold and Silver Affairs - 15th - 20th Century" by Postinikova-Poseva et al.
