a (silly?) language question...

OK, maybe it's not a good place to ask, but I have checked all the dictionaries I have and even asked a native Briton, but I got no help. And after all - I need this in relation to Soviet uniforms.
So, the question is:
What the hell is the upper part of a high (or officer or riding or whatever) boot called in English?
I mean the one, which in russian is "golenishche"?

And also, what is the name of an artisian who repairs and modifies this part of boots?

It might not help, but when trying to translate this using internet, I got "top" of boot, "calf" (calves) of boot(s) or bootleg. I am not english speaker myself so I have no clue if there is an actual single equivalent word.

Is it "Shaft"? I have no idea if there is a specific word for "an artisan who repairs and modifies this part of boots", but try cobbler.

Is it possible that there's no english word for it?
Also cobbler isn't the one I had in mind - in Poland we have cobblers, but there are also artisans who concentrate on this parts (altough except for jockeys and maybe reenactors probably nobody needs their services!).
