Fake Medal "40 Years Of Victory Over Germany In The Great Patriotic War" Document.

Hello,
I know this document is very common. But, what is interested is the stamp: KGB of Latvia.
But it seems to me as it was directly printed on the document.
What's your opinion?

Could you post better scans, especially of the stamp.

The stamp is printed and not stamped on the document as usual (I know a lot of fakes come from Latvia).
