According to the ebay seller, it is. Looks new and not Soviet to me.

The badge is designated for a participant of nuclear testing. It is most certainly post-Soviet, but interesting nonetheless.

Frightening stuff, no matter how you look at it.
Like Paul said, the badge is post-Soviet, especially if that is the original screw nut. But then, Eric's first picture above confirms that. And Eric, don't you find the 60-year cross a little disturbing since it seems to pucture the world going up in a huge explosion?;) I suppose you could argue that the "world" of the people impacted by the Chernobyl disaster was destroyed - metaphorically and physically.
