Guys,

It's a 1977 Militia Arm patch for dress uniform for junior officers. Not OMON.

It did appear on some of the blue cover-all type uniforms worn by omon and other special police groups in the 80s which is why the OMON rumour came about.

I think OMON patch is a bit different and has "Militia" written on it.

These arm-of-service patches were worn only by warrant officers, sergeants, extended-servicemen, conscripts and officer cadets, with and without the pipes. The piped patches are probably honor guard items.

As far as I can tell, the only arm-of-service patch worn by officers, as illustrated in the 1988 uniform regulations, were those of the naval infantry (oval black patch, red border, gold fouled anchor).
