Seller claims these were recently issued by Communist Party of Russia:

"After several years of silence, the Russian Communist Party of the USSR issued NEW decoration – variation of the “Order of the Great Patriotic War”. It looks similar to the old one 2nd class, but the enamel is not hot, but COLD one. The back and the ORIGINAL screw also look different. The decoration is reasonably rare and pricey (in compare with other Communist Party decorations). The order comes in original (very ugly looking) box. It is in perfect condition – satisfaction absolutely guaranteed! I don’t know if the party also issued the FIRST class decoration – but nobody has seen it yet! You are bidding on the order # 6420. (Very low one! But probably very few were issued anyway.) "
