If it’s no stripes there, than it’s State advisor of justice 1 class (Gosudarstvenniy sovetnik ustitsii 1 klassa). Which normaly was given to deputies of General Prosecutor of USSR (Zamestitel Generalnogo Prokurora CCCP)
This guy on the photo is State advisor of justice 3rd class with one star.

Highest rank was Real State advisor of justice (Destvitelniy gosudarstvenniy sovetnik ustitsii) and was given only to General Prosecutor of USSR.
Here is Rudenko, who was General Prosecutor of USSR from 1953 through 1981.
