One of the reasons given to ban gays in the US military is that they would be too easy to blackmail. I would wonder if the NKVD/KGB left theirs in the service for the same reasons.
Or the negative got reversed.

Yes, it was quite usual in soviet photographs to reverse negatives. Why? I don´t know.
