To try to being some life back into this old thread, here's a summary of what my notes show on the Order of Literacy Valor/Order of Civil Valor/Order of Industrialization Valor (1926-45).

The Type 1 is illustrated only by Herfurt (M8.1) and his little catalogue is notorious for illustrating fantasy items. More relevantly, neither Battushig nor the more recent and very well researched book by Urnukh show this variety (pp. 95-102). I have the suspicion that, while these many have been manufactured (as prototypes?), they were never issued and retained in the bank until the deluge of items from their vauits in the 1990s. Nevertheless, here is what I think I know (a good phrase to use when it comes to Mongolian awards):

Type 1.1 -- no star at top, 3 maker’s mark, unnumbered – is this variety marked “I”, “II”, “III” by class? – ever issued?

Type 1.2 -- no star at top, МОНДВОР mintmark, serial number No – is this variety marked “I”, “II”, “III” by class? – ever issued?

Type 1.3 -- no star at top, МОНЕТНЫЙ ДВОР mintmark, serial number No – is this variety marked “I”, “II”, “III” by class? – ever issued?

The more familiar badges are the Type 2/3 varieties.

Type 2.1 -- larger star at top, three maker’s marks, unnumbered -- Battushig A25.1

Shown below in the first two images.

Type 2.2 -- larger star at top, МОНДВОР, numbered No -- observed range of serial numbers Low = 10/High = 400 -- Battushig A25.1

I believe that the "twins" shown below are both of this variety, but I don't have images of their back sides except of the one not on the rosette and it is numbered. I didn't want to mess about too much with the rosette which was getting fragile after all these years.

Type 3 --the Order of Industrialization Valor (from 1935), as the Order of Civil Valor Type 2.2 , but with smaller star at top -- observed range of serial numbers Low = ??/High = 165 -- Battushig A25.2 -- many questions here

As there is no discrete block of serial numbers seen here, I am left wondering whether this is in fact a variety of historical substance or just "noise" in the manufacturing process.

In 1940, a new design was introduced for the Order of Industrialization Valor.

Type 4.1-- МОНЕТНЫЙ ДВОР mintmark; SN at 6 o'clock -- reported serial number range Low = 113/High = 2325 -- Battushig A26

Shown below in what is not the world's greatest scan (sorry).

Type 4.2 -- МОНЕТНЫЙ ДВОР mintmark; SN at 12 o’clock -- reported serial number range Low = 1837/High = 2335 -- Battushig A26

I include an image of portion of a rather tattered awards book for what I believe to be this order.

According to Urnukh, numbers 1-3000 were ordered in Apr 1941 and were delivered in batches through 1944. I suspect the Type 4.2 represents no more than one of those batches. We need to remember that the people who awarded, manufactured, and wore these awards were not as anal compuslive as we can sometimes become.

In 1945, the order was renamed the Order of the Red Banner of Labor Valor and, since we have a separate thread on that award, I'll carry on over there.

As a footnote, the Type 2.1 Awarded to Prime Minister B. Tserendorj. Had it been numbered, it would have been #1.

And (on the left) what is described as the "Literary Metit Medal 1926".

It looks good to me, although better pictures would possibly help to determine if the enamel is genuine.

Pricewise, these are rare.
