Document for Non-Black Soil Region medal is indeed the rerest document. It's often missing even in the most advanced collections.

I am not sure if it's worth the asking price, but it's definitely not a $10 document.

It's a very rare document but I wouldn't say the rarest. It's among "West Siberia..", "Military Cooperation", "100 years of Lenin" and "30 years of Victory" for foreigners. However, the starting bid is well over the real market price. But who knows nowadays.

If this document is so rare for a medal given out in 1977 and there were 25,000 of them.

Would not the doc for the medal for saving a drowning person even be more rare and more valuable??

It should and market value of the doc "for saving a drowning person" is higher.
The same time I personally saw a couple dozen docs "for saving a drowning person" and
just a couple "For the Reclamation of the Non-Black Soil". Maybe, it's just my case.
Anyway, the market price should be 2-3 times less than Ebay price.
