At the base of the obelisk are two squares, both have the Order of Lenin medal and the "Gold Star" medal, the highest Soviet decoration, awarded to the city of Odessa for its defense against Nazis during World War two.

Also on both squares are lists of Heroes of the Soviet Union:
On one of the squares lists three people as Twice the Heroes of the Soviet Union in Odessa Region. Marshal Rodion Malinovsky, is one of those listed under the twice heroes of the Soviet Union in the Odessa Region. Pics are from the Odessa Guide. I found no mention though where the cities Gold Star is kept. Eddie. The Heroes of the Soviet Union in the Odessa Region

Ljubljana is a mistake. It is the capital of Slovenia (former Yugoslavia...). The Hero City Title - if any - must be of Yugoslavia.
