Your opinions on this Vienna medal and document would be greatly appreciated.

The document appears authentic, issued to Guards Lieutenant-Colonel Grigoriy Sergeevich Gorchakov, March 7th, 1947, by a Military Commissar, a Colonel. The ribbon and suspension, although quite worn, also appear genuine, as does the medal itself, split suspension ring notwithstanding, in my opinion.
