All I could find was this:

Type 1, Established April 1944, award number 12,430.

Type 2, Established 15th July 1945, award number 27,629.

Just how exact those figures are I can't say.

If I may, I'll write something down. Hope you find these informations valuable.

From September 44 till June 45 there were 15000 pieces of Partizanska spomenica 41 (early russian made type) sent to partisan headquarters located at that time in allready liberated Italian city Bari. 12430 pieces awarded only to those partisans one who took part in the Yugoslav struggle for national liberation from the start (1941). But you must know that at that point of time there were no detailed varifications at conferring and not even any confirmations/certificates. Everything was very unorganized and it may have come to huge mistakes in awarding criteria.

Two pieces of Partizanska spomenica from my collection in the attachment. I'm always looking forward to buy more. =)

Since I don't know much about these (OK, nothing:)), but how do you tell Soviet from local production? Is it a matter of the maker marks?
