The seller of this one just says "Soviet military officers hat cockade." I have never seen one like this so I can neither confirm nor deny the veracity of this statement, but with the damage to the enamel on the 3 o'clock arm, I'd say it is probably from the early 1950s? It even has what looks like silver in at least the state seal (which has 16 ribbons).

As far as I am concerned, it is for use by personnel of the Ministry of Communications - pattern of 1948.

Well...That's a bummer because if it is for the prosecutor's office, I would pursue it. If it is communications, probably not.

Here is an example of a cap adorning this cockarde. Ministry of Communications (responsible for radio, telegraph & telephone transmissions, communications satellites, and postal service) "employee" - made in 1953.
