Yes, looks like a very badly damaged screw-post (broken off?), fixed by the recipient, with the same technical skills he might use to "fix" his dog.
Taking the solder off might take the screw-post off (again)? A shame the number is obilterated, but the recipient knew it was his anyway. |

It will come off easily, a good soldering toll (for radio details) careful hands and patience should do the work. The question would be how to solder screw-post back. A good silversmith perhaps.

could be a T6 V6.1.1 (The д is round) and has the short bayonet. |

I think it's 2081312 and this last one 1823497; there's a clear difference between the 3 and 9 on this last star. I have also seen a different type of 3 on MZPP stars, but the difference between the 3 and 9 on this last star is too large to be ignored, I think.
