As far as I can see, the decree of the PSS of the USSR #1011 of February 15th, 1943.
And decree #0132/k(?) of October 25th, 1943 for unreceived OPW-2.
What means the "organisation"?

Yes, it does. The penal or disciplinary, but not a "battalion" - and just a "company" - [rota] (in Russian).

According to the record card (and Podvig Naroda) it's Order of the 252nd Rifle Division nr. 10/N of February 15, 1943.
