Smal visor?

I have this piece lying around at home. Anyone know what it is, why is the visor so small?

Seems like a small cardboard visor. Interesting crown shape. Could be private purchase and/or special manufacture in a country outside SSSR. East Germany, Poland, Bulgaria etc. The cap badge is wrong, it is for field cap.

I have a cap with simmilair visor.

It is a borderguard one (1974>).
If i look closely in the cap it is a regulair cardboard visor that is stitched in half way down. due so you get a very small looking visor.

It is a periode mod for sure, but why would anyone do such?

I think this doesnt do right to this wierd mod they did.
It has nothing to do with regulations as far as i can tell.

The visor on my cap is the new introduced shape and size in 1969 i have the full regulations manual on it.
Other caps of the periode mainly have it attached as we all know and has been done till now.

In some cases it has been done to stitch the visor halfway down to the cap wich mainly is don by hand and not as neat at normally.
It happens around a bit earlier i was assuming that some one just wanned a tzarist look to his cap, and stuck with it.

Im kinda intrested on other views on this strange rare but not scarce mod.
It seems to be done between 1969 -1977 more than earlier or later, and reaches through several brances of armd forces.

so i do not think saing regulations is just cuting it.
