Mystery Badge

This badge is on Eb*y at present. Said to be a 1930s Russian silver graduation badge.

Any ideas what it is?

For what its worth, the pattern on the edge reminds me of the lattice style edging seen on Mongolian graduation badges.

After looking through the 737 pages of Avers I can say it is not in there. Maybe it is so rare, that not even the makers of Avers know it :)

Because of the border, I like mongolian also but no clue what for. I love the little leaf clusters on the side.
