Strange spotting, although I've seen a similar color on nickle plated medals like this (maybe the brass coming through), but as you can see from above, I am never absolutely certain about these or sometimes the border guard medals.

Guys,

I beg to differ from your above mentioned opinions. This medal is definitely not cast; it is struck, and what Marsino shows on his third picture happens to be a die break.

Now, that being said, I believe that this is a 1993 issue/restrike, not one of the original ones.
