one should look at the soviet coat of arms if texts are well printed...that's one of the tips about document printing quality.
But in my database, a friend of mine has a genuine doc in the serie "N 7...." very close to this one, dated 1946....what would be the real gap between 1946 and 1965?
I don't like blue ink without seeing it in reality!

Can you post an enlarged scan of the Coat of Arms, of the stamp and of the signature.
