Most of all I don't like "wavy" enamel, and I have also seen the same engraving style on fake badges. Compare it to d-riemer's badge.

Alternate colors in the flag

The badge shown has opaque blue. Badges were also made with darker translucent blue. The mult-color badges were issued from approx 1955 -1991 when the USSR ended and the Estonian SSR became Estonia. My scan is too large to attach. I will try to shrink them to post.

IT all seems to hold together.

Rays on 11th congress go space - point - space - point from the staff. that is they hit each peak of a wave just like yours do.

Case - beige leather - just like on mine, with stamp for the book.

Badge made at the mint. They were that year, previously were made in Estonia.

Looks good to me.

I was actually replying to the old comment but your badge seems to have the right stuff. Only question since this is a picture of scan from elsewhere is whether the rays actually show through or just bad light. If they are through, feels wrong. Otherwise. . . .

The box of that shape was 7th congress or so. I have several. ON 11th congress the beige leather case shown in the other post is what I have and have seen.

Aharim,

What do you think about the many 12th congress badges that have been posted here? The consensus is that they all are fakes, but I have never seen a 12th congress badge that is considered genuine. The 12th congress started in 1990, when quality and production standards were changing quickly in Estonia. I would be very curious to see a real one.

I will track back through, but I am probably an extremist liberal in that many badges were made locally. If Company 7j made badge and stopped stamping a few too late, were those last several fakes or "unissued.?" I would not hazard a guess except to say there were multiple companies locally that had the dies. They need not have stopped merely because Moscow said so, since Moscow was no longer in power. In fact, continuing to punch out Moscow trivia would be an act of rebellion. Which means, I think it would be extremely difficult to tell.

If you have Mekhonoshin, he said badges 7th - 11th convocation were pin back. I have documented, cased screwback with screw hole in the holder in the case for 11th Congress. Matches that beige one shown. But it has wrong number of rays and is bronze/gilt as is 12th. The case shows wear as an old badge in place. The group was acquired from Moscow in 2000 by a source to Mekhonoshin, cited in his attributions.

We here in the NV Raion cannot tell for sure what happened there then.

But, my screw plate on my 11th convocation looks amazingly like the screw plate on my 12th convocation! (They match weight, marks, etc.)

I am almost always vague about declaring a fake, but

Separately, I have another documented 11th, made at Moscow. It has the correct number of wave rays. Which means if there was only one manufacturer then the cased documented is not right? Or were there more than one manufacturer based on Moscow appointed deputy and locally elected deputy?

Since Estonia has now come west, the only real way to tell is speak to the comrades who were deputized.

Badge number 50 from the 12th "meeting" of the ENSV Highest Soviet.
