A technical institution banner?

Tal,

I believe that it is Bulgarian language. The second picture seem to indicate something to do with Sofia, the capital.

I agree, this is bulgarian. One can hardly read "sofiaskii...etc" (but lapa has eagle eyes ;)); the blason is Sofia's one; the world "soviet": the "o" is replaced in bulgarian with the small "b" for accentuation.
